General Description of the Information System Title ‘Census information system’ General Description (Overall Function or Purpose) Census Information System (CIS) is the technique that helps to collect data and process the same to explore quality of census information through the use of mainframe and personal computers. CIS helps in meeting the strategic objectives regarding the census related statistical information’s with greater accuracy at reduced cost and time. The main function or the purpose of this system is to provide necessary information to the end users through providing respondents with a set of questionnaire. Users (or Other Information Systems) and Uses 1. User Type 1: Census offices Use 1: Keep updated records of the demographic features in the area Use 2: Recognise the developmental needs in the area Use 3: Keep a record of the pace of urbanisation 2. User Type 2: Respondents of the survey Use 1: Understand the demography better Use 2: Give feedback on the strategies taken by the census department 3. User Type 3: Database administrators Use 1: Record the development or deterioration of the demography Use 2: Channelize information to government officials and help formulating developmental strategies 4. User Type 4: Other government officials Use 1: Formulate strategies and monitor the existing strategies to help develop the demography Source: (DGBAS, 2013) Instance Illustratively, a good example of business information system in accumulation with census information system is Harris Corporation, which had established computer enable census system, which on the wireless technique with latest secure and GPS machineries. This computer system will able to provide 140,000 censuses sample that supported the 2010 census in US. Furthermore, this computer system benefited the respondent to put data on real time basis, which significantly transmit the back into the hand of Census Bureau, with higher accuracy in a very economical manner (Harris, 2014). 2. External Description of the Information System As CIS platform is used for ensuring higher accuracy and reliability of information obtained from various respondents for attaining the different operational requirements. This information system uses the platform and advance technology that may include PC, mainframe and networking. The mainframe in the system is used for processing the huge amount of data. Whereas, the PCs on the other hand is used for the agility of the complex activities in the operation and finally the online CIS is used for the data collection. Adoption of such technology enables to collect reliable information with minimal error. The input in CIS is raw data obtained from respondents. The system is designed in such a way that facilitate in collecting as well as feeding data based on the characteristics of the population including age, household composition, sex, family characteristics, income status, marital status, and size of households. The data that is feed into the system may also consist of economic measures such as labour force, occupation, employment-related industry, place of work, and educational attributes. Data regarding geographic as well as migration are also the input variables in the system. Furthermore, the system analyses the raw data through processing these semi-finished facts into meaning information in the form of the outputs (USAID, n.d.). Source: (The Australian National University, 2014) System Boundary External (Outside) Components CIS utilizes various functional tools like the mainframes, PC and network connectivity for the ensuring accuracy in the census reports. The lower level of the security control, traffic, non-remote connection in the system in order to communicating within the boundaries, system failure during the course of operation and various other problems that create various external threats in the system, which will beyond the control of the organization (DigiPro, 2012). Internal (Inside) Components The degree of appropriateness in the system depends on the data fed into the system by the respondents of the survey. Moreover, limiting the number of access points in the information system facilitates in inclusive monitoring of network traffic as well as inbounds and outbound communication. Unauthorized use of information outside the system boundaries or the unauthorized communication in the network along with the improper or the fault analysis is the main reasons for any security threat in CIS (DigiPro, 2012). 3. Internal Description of Information System In order to make CIS work in successful manner and provide the reliable information, the system much maintain regularity, in its operation and change processes, which works independent in order to carry the assigned activity in the system. Internal processor, stores and communication networks help the system to operate the system in the successful manner. Information Processors The information processor in the CIS helps to collect, store and processes the statistical facts of the population and various accounting data. The information thus obtained is further used for the decision making and preparing the survey reports. Various processing tools like mathematical, statistical technique, algorithms enable to process and summarize the data in the proper in integrated form. Name of Information Processor 1 (CSPro) - Financial data processors such as CSPro are effective in creating reliable survey reports. CSPro enables entering the data, presentation, editing, and dissemination of the data. Nevertheless, the CSPro with the other statistical software packages can also prove to be helpful in processing the survey data (U.S. Census Bureau, 2013). Information Stores Information stores helps in the storage of data in digital form into the system after the successful completion of gathering the data from the sample. CIS stores the data in the form of flat files. The principle concern in the CIS is to make sure the data and necessary meta-information are preserved safely over the time. The statistical agencies and analyst stores the data in a common storage structure, which refers to a data warehouse (Dekker, 2001). Name of Information Store 1 - Data of the CIS are been stored in different sources and devices, like internal and external hard disks, CD-ROMs, or the server machines. The data that are gathered during the survey are kept in a confidential manner and secured from any unauthorized access of the same (Kimhor, 2014). Communication Networks Internal Communication Networks (between internal Information Processors) Electronic devices such as tables and pocket computer help enumerator to collect and process the data obtained on the real time basis without any delay and at least possible cost (Dekker, 2001). External Communication Networks (between external Users and internal Information Processors) CIS utilizes the internet network, which work with the system at very reasonable speed and eliminates the problem that was encounter in the paper based questionnaire system (Dekker, 2001). 5.
